Jerry Cans: How does this mount work?

I picked up two used Jerry cans when I bought my Hi-Lift jack. It came with can mounts, but for the life of me, I don't know how the mounts work.

Looks to me like you are missing pieces... I don't see any way possible with what is right there to mount those.
