The ONLY thing I can think of that it needs is a new rubber grommet for the latch so it doesn't rattle, which is a 75 cent item at Ace Hardware.

I have a custom built bumper with a swing out tire carrier attached to it that came off my 2000 Jeep Cherokee (XJ). I' have different plans for the jeep and do not need this any longer, the bumper mounts with the stock bumper brackets (included) so it's a very very easy install with no modification required. I've attached some pictures, if you have any questions please PM me, txt me, or call me.
