I am havin a problem takin the rear flares off? the screws losen up but i cant figure out how to get the full off? How do you suppose i go along with doin this?

There's a rectangle plastic thing behind them that the screw goes into.
You have to hold it as you unscrew.
Sometimes just your hand won't work. Use some needle vise grips if necessary

You'll have to peel back/pry up the plastic inner fender in some spots.

Does it matter if i take out the plastic inner fender?

Nope but it would be easier if they're really stiff. It's hard to get to the plastic pieces and not scratch the crap out of your arm if the inner's on anyway.
