FROM THE STATE TRUST LAND WEB SITE:

Fiscal Year 2009 Fee Increases
(Phoenix, July 22, 2008) -- Balancing the State’s fiscal year 2009 budget was very difficult due to a shortfall of about two billion dollars. The Land Department was not exempt from budget cuts and our budget was reduced by $3,155,500, or about 14%. As part of the Land Department’s budget reduction, the Land Commissioner was instructed to offset $600,000 in reductions with increased fees (Laws 2008, Chapter 291, Section 12). The Department primarily charges application fees for use of State Trust land. These fees have not been adjusted since 1990 and were in need of adjustment. Prior to the passage of the fiscal year 2009 budget, the Department analyzed the fees and the Department’s cost for processing applications, which enabled the Department to quickly enact this new legislation.

The following table lists the new application fees effective August 1, 2008. The new fees will remain effective until June 30, 2009, unless extended by the Legislature. The Department will accept applications with the pre-August 1, 2008 fees if it is postmarked prior to August 1, 2008. Additionally, the Department will accept any fees due after August 1, 2008, that were billed using the old rates.

Hmmmmm, this is odd and interesting for a couple of reasons. I sent out some emails on this to get some opinions. I'll let you know more when I get it.

I just got off the phone with Sandee and here is what I was told.

If you plan to recreate, camp, hike, stop and urinate, air up or down, basically anything other then just drive across to get to BLM land, you MUST have an STL Permit. According to some of the rules even today you should have an STL permit to even cross the land.

Keep in mind there are really no trails we currently have that we do not have to at least cross the STL land in order to get to your desination. In addition the main air spot at Table Mesa, the first one on the left is on STL as is Raw Deal, so if you park there to air down and leave your tow rig, you need an STL permit.

There are people looking into the STL permit, the validity, cost etc... but for now we need to pay it, so even if you ahve a permit coming up due in January, my suggestion is to buy a new one now for the $20 family, it will be honored for the 12 months, this will give you the longest opportunity to wait it out and see what happens.

In addition, for those who choose not to pay the high cost later for an STL permit and stay away from using the STL land, but do need to cross it, the new OHV sticker can be bought for $20, it is required for all vehicles under 1800 lbs and non-street licensed buggies over 1800 lbs would need them too. Although it is not required for my street licensed Jeep I will be buying one so that I can traverse STL land to get to the trails.

I will also be buying one last STL for the $20, however if the prices stay as high as they have put them, in the future I will only be buying the OHV sticker, cross STL and not recreate on it at all. JMO

Hope that is a little clearer then mud.
